Director of Public Archaeology Facility
Binghamton University’s Division of Research seeks a Director for the University’s Public Archaeology Facility (PAF), a campus-designated Organized Research Center. PAF is an archaeological research center that specializes in all dimensions of cultural resource management (CRM) within the Northeastern U.S., mainly in New York and Pennsylvania. Established in 1972, PAF’s grants and contracts support 25 employees (project managers, field/lab technicians, and administrative personnel) within the University’s Division of Research. Our staff provides federal, state, local, and private groups within the Northeastern US with professional archaeological surveys in compliance with state and federal regulations. Our grants and contracts generate scholarly research that enhances the professional visibility of our staff, faculty, students, and university within the local community, region, and nation. We train archaeologists (undergraduates and graduates) to be field and research specialists within a CRM context. Our staff implements “Public Archaeology” through community programs, Native American collaborations, and preservation initiatives.
The successful candidate will be expected to be a strong cultural resource management (CRM) professional with demonstrated experience in managing all operations associated with a thriving CRM research center within a University setting. The person selected will be collegial and have a record of working collaboratively with an established professional staff of archaeologists and administrative staff. This is a full-time research management position. The successful candidate will be expected to have a strong research focus (preferably within the Northeast or Middle Atlantic), and be capable of advancing the education, research, and outreach mission of PAF and Binghamton University.
Specific Responsibilities:
-Aggressively pursue cultural resource management (and related) contract RFPs and grants in the Northeast, particularly in New York and Pennsylvania
-Strive to maintain and grow external funding for PAF activities
-Serve as the Principal Investigator (PI) or Co-PI on a diverse range of cultural resource (and related) grants and contracts
-Supervise a senior staff of 12 project directors and administrative staff
-Review and edit reports generated by senior staff and contribute to complex reports to ensure compliance with federal and state historic preservation laws and regulations
-Serve as the primary point of contact with clients, reviewing agencies, and consulting parties to determine the effects of their undertakings on proposed projects and achieve consensus paths forward
-Work collaboratively with PAF administrative staff to efficiently implement projects and adhere to contract clauses, budgets, and schedules
-Conduct research that supports and contributes to an active research program in Northeastern archaeology (preferably in New York and Pennsylvania)
-Author and co-author papers on PAF research for presentation at regional and national professional meetings, and pursue opportunities for publication
-Participate in New York State professional organizations, such as the New York Archaeological Council (NYAC) and play an active role in shaping preservation policies and procedures in the State
-Provide analytical support and technical assistance to senior staff
-Support and participate in PAF’s successful Community Archaeology Program (CAP) and seek opportunities to be active in other community outreach initiatives
-Coordinate Binghamton University’s compliance with the federal Native American Graves Protection and Repatriation Act (NAGPRA)
-Work with the Anthropology Department’s Master of Arts in Public Archaeology (MAPA) Program to help recruit, find research internship opportunities, and promote growth of the program
-Collaborate with the Environmental Studies Program on opportunities for PAF participation in geophysical projects
Requirements:
Minimum Qualifications
-PhD in Anthropology, specialization in North American Archaeology (preferably within the Northeast and/or Middle Atlantic)
-Three to five years’ experience managing a cultural resource management facility, branch office, or a multi-staff research program
-A minimum of five years in the field of Cultural Resource Management in the United States (strong preference will be given to a Northeast or Middle Atlantic focus)
-A record of successful proposal development in response to RFP’s, including writing scopes of work, creating responsive schedules, and preparation of competitive budgets
-Extensive experience with federal and state historic preservation legislation as well as familiarity with NAGPRA and respectful Native American consultation
-A record of archaeological research
Additional Preferred Skills and Qualifications
-Ability to communicate effectively both verbally and in writing with clients, agencies, colleagues, and academic administrative offices
-Strong writing and editing skills
-Ability to ensure effective conclusion of projects in compliance with contract requirements
-Ability to work well under pressure, and manage multiple tasks and priorities in order to complete concurrent projects within assigned budgets and schedules
-Mentoring skills applied to a range of personnel as well as students working towards degrees within departmental master’s and doctoral programs
-An analytical focus (e.g., lithics, ceramics, GIS applications, etc.)
-Extensive knowledge of and experience with the cultural resources of New York and Pennsylvania, and the vision to see the research potentials of the data contained in these properties
-Experience with community outreach programs
